Request for Proposals for Before/After School Program
The Weld Re-3(J) School District is requesting proposals for a Before/After School program for the district. Proposals may be submitted by any organization, public or private, who is currently providing or planning to provide out of school time programs for families and children of the district.
Proposals must demonstrate a commitment to quality in serving children from 4 to 15 years of age. Preference will be given to programs that are developed in a collaborative manner with the local schools, stress academic success in the basics of reading, writing and math, and serve children in the communities who are low-income.
Before/After School programs must be provided Monday through Friday, including school holidays and vacation periods other than legal public holidays - not to conflict with regular school hours. All programs must be licensed by the Colorado Department of Human Resources. The Department of Human Services will check all licensing files before final decisions are made.
Each proposal shall include narrative descriptions and budgets to fit the following areas.
1. Demographics, Need and Population Served - in this section describe the community to be served and its needs, including geographic boundaries.
2. Collaboration - describe community collaborations and public-private partnerships, how collaboration will occur, how children and families will be identified and what kinds of services will be available. Possible partners include schools, resource and referral agencies, social services, parks and recreation organizations, health departments, parents, business community, homeless liaisons, law enforcement, faith communities, local and state elected leaders, and local and state philanthropic foundation leaders.
3. Outcomes for Children, Description and Accountability - describe your program goals, and the relationship the program has with other agencies or programs. Include specific activities, schedules and timelines established to accomplish the goals.
4. Budget and Cost Effectiveness - prepare a detailed budget with a budget narrative explaining each budget category. In your narrative explain funding streams used as well as how low income families may access the program.
All proposals should include statements of staff qualifications, school and community partnerships, family involvement, student achievement, services to children with special needs, services to low income students and utilization of community services.
