Title I

What is Title I?

Title I is the largest federal program under the Every Student Succeeds Act (ESSA) which supports both elementary and secondary education efforts based on the poverty rates of students enrolled in schools and districts. The program is designed to help ensure that all children meet growth and proficiency expectations for Colorado Common Core State Standards.


What does it mean if my student is receiving Title I services?

K-5 students who perform far below grade level expectations based on formal and informal data collected at the beginning and middle of the school year, may be eligible to receive additional small group instruction during the school day from a Title I Interventionists in literacy or mathematics.

The Weld Re-3j district, currently uses ISIP (Istation’s Indicators of Progress) through Istation to screen and progress monitor all K-5 students in the area of literacy. The district also uses Children’s Progress Academic Assessment (CPAA) as a diagnostic tool. In the area of mathematics, the Measures of Academic Proficiency (MAP) by NWEA are used as a predictive assessment and evaluative tool.

A body of evidence is always used to determine whether or not a student will benefit from Title I intervention.

Parent Notification

At the beginning of each school year, a local educational agency (LEA) that receives funds under Title I, Part A, must notify the parents of each student attending any school receiving these funds, that the parents may request, and if the agency will provide the parents on request (and in a timely manner), information regarding the professional qualifications of the student’s classroom teachers, including at a minimum:

  • Whether the student’s teacher has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction;
  • Is teaching under emergency or other provisional status through which state qualification or licensing criteria have been waived; and
  • Is teaching in the field of discipline of the certification of the teacher.
  • Whether the child is provided services by paraprofessionals and, if so, their qualifications.

 Notification is provided to parents when their student qualifies for Title I support with a written letter, and in person during fall or spring parent teacher conferences. Partnerships between parents, classroom teachers, and intervention providers is a key component for the success of all students.

Additionally, parents/families, teachers, and students are asked to review to School-Parent/Family-Student Compact which outlines more specifically the expectations and responsibilities of each stakeholder in ensuring children who are struggling to read are able to be successful.
